Why a Foundation?
OCC is too important to be dependent. Legal independence is the only way to guarantee true independence.
Independence
As a non-profit (e.V.), OCC belongs to no one. Not Intelego, not individual investors, not companies. No acquisition possible.
Legal Security
Articles of association + nonprofit status make OCC unassailable. No CEO can unilaterally "change course". Community protection is law.
Precedent
Like Linux Foundation, Apache, Mozilla. The foundation model is the global standard for open infrastructure. German roots, European mission.
e.V. Formation: Q4 2026 Roadmap
Four quarters, four milestones. End state: fully operational European foundation.
Articles of Association + Governance Design
Lawyers, community lead, Zolo finalize articles. Governance structure approved by community (RFC + Vote).
Formation + Registry Entry
Founding assembly with founding members. Registry entry with local court. First board election.
Tax Authority + Nonprofit Status
Application for nonprofit status (§52 AbgO). Tax authority recognizes OCC as nonprofit association. First funding disbursements become possible.
Transition Complete
OCC operates fully independently. Intelego remains founding member. New regional groups can register (federated model).
Funding Pipeline
€70–125k in Q4 2026 + community crowdfunding. No venture dependence. Sustainable financing.
Prototype Fund
LIVEGerman funding for digital prototypes. Fully adapted for OCC Public Pilot. Funding for Infrastructure & Compliance Module.
